A class rank in the top 2% with a score of 33 on the ACT (2220 SAT) is a good benchmark for being a strong candidate for honors programs. Since you are in the top 1% of your class and have a ACT composite score of 35, your chances of being invited into the U Mich honors program are quite good.
Note: West and East coast schools often prefer SAT (even though they take either). So, consider taking the SAT also.

Thanks Steen. That was very helpful. UMich, to me, feels like a great fit and the tuition is just right too. Hopefully, I get in though! What do you think my chances are for getting into the honors program there?
I think I may add the University of Minnesota and possibly UNC onto my list. I'm going to spend some time looking at them and seeing if these schools are right for me.
EDIT: Never mind about UNC.
