Yes, 2.1% does seem rather low. Personally, I think you stand an honest chance of getting into UW if you write good essays and have a good teacher recommend you. You should definitely talk about your unique situation in your essay and talk about how your situation makes you a good candidate for UW. Being different from normal people will only work to your advantage, even if your GPA and test scores don't.
