paraphrased response: you are not guaranteed a response until mid-April It still does not answer my question as to why my app is taking so long while my other friends that applied in Jan heard back in 3-4 weeks. Nov 1???

Have you spoken with them to make sure they have everything?
I have a few times and each time they seem surprised, I get put on hold 5-10 minutes, they come back and tell me that it is "still in review" and explain that I will hear by mid-April. Online it shows that everything has been received so I don't know what else could be wrong.
Same! I don't get it... my girlfriend applied in January and heard within a month...
I called their office last Friday because I had applied EA back then and still have not gotten a decision. The lady did not have a definitive explanation but I know even those deferred have begun to hear back. I expect you should hear back relatively shortly, it is killing my family because of all the alumni. I wouldn't worry too much.
